Can I choose a vanity call sign from another district?

Yes, for example, if you have been assigned a district 0 call sign, you could choose a district 8.   There are restrictions however.   Prefix KL7 is reserved for Alaska, KH6 to Pacific Islands and KP4 to Puerto Rico.
